RU-2011: Too many agent sign-up requests

Too many sign-up requests were made for this email address, or from this network, or a request was polled faster than once every few seconds. Nothing was sent for a refused request. The `Retry-After` header says how many seconds to wait.

On the wire

Ships with HTTP status 429, carrying "code": "RU-2011" in the response body alongside the human-readable error message. Existing fields are never replaced by the code: it is additive.

Common causes

  • A second request for the same address within an hour, or a fourth within a day. The person already has the earlier email.
  • Many requests from one network address in an hour.
  • A polling loop with no pause between requests.

How to fix it

  1. Do not send another request for the same address. Ask the person to open the email already sent, and keep polling the first request.
  2. Poll no more than once every five seconds.
  3. Wait the number of seconds in `Retry-After`, then retry.
